Vermont GovNet Restricts Workstation Access by MAC Address

Strange connectivity problems at Barre Court House diagnosed, ultimate cause still unknown.

One of our customers has an employee at the Barre Court House who could not connect to the internet at all this week. A quick examination showed that the machine (very new, deployed this past June) was getting DHCP fine, but could not ping anything beyond its own external NIC. My laptop conencted to the same jack worked fine. I installed the latest Intel PROSet and the NIC passed all of the diagnostics. My next thought was that there was still something undetected wrong with the NIC and I should install a second, but then I used the Intel Advanced options to change the MAC address on the card and PRESTO, everything was fine.

The user has reported that she experiences this problem occassionally, but it usually passes after a few minutes, and this is the firtst time that it has required any change to re-establish a connection. I cannot be sure if the previous outages have been based on MAC filtering, and I have not yet heard from GovNet about what the policy or technical implementation is.
